They introduced the need to "unlock" HA a little bit after it came out, not sure exactly when as I've played since long before then.
Simple advice: Get a guild or get some friends. Pugs suck. This can be applied to all of Guild Wars (and most other games) |

I'm pretty sure it's not 5 TA wins IN A ROW. Just 5 any time. In any case, if you can't get through TA, you won't make it in HA. If you want any chance at winning in TA you're better off running the gimmicks.
